On August 23, the second "Digital Silk Road" Advanced Technology Development Forum (hereinafter referred to as the "Digital Silk Road" Forum) was held in Taiyuan, Shanxi, aiming to promote exchanges and dialogue between China and the countries involved in the "Belt and Road" initiative, and to share cutting-edge science and technology, as well as the latest technological achievements.
It is reported that this year's "Digital Silk Road" Forum is the first time the Global Science and Technology Co-construction and Sharing Plan——“ROC” has been released domestically. Nyazaliev Nuran Sadroevich, Deputy Secretary-General of the Shanghai Cooperation Organization, said in his speech that the "Digital Silk Road" Forum, with the aim of equal sharing and active exchange, and the "ROC" promoting global science and technology co-construction and sharing, play an important role in facilitating closer and practical cooperation in scientific and technological innovation and digital transformation among SCO member states, injecting new momentum into the economic development of the SCO and more countries involved in the "Belt and Road" initiative.
During the forum, two achievements under the framework of the "ROC" were released, including the China-SCO Import and Export Trade Service Platform, and the Integrated Circuit Industry Chain Technology and Resource Sharing Platform —— the Taiyuan Node of the Silk Road Industrial Design Cloud.
Among them, the first "Digital Silk Road" Advanced Technology Development Forum released the Silk Road Industrial Design Cloud strategy and deployed the first domestic node in Xi'an, Shaanxi. After a year, this node has exported relevant capabilities to Central Asian countries and regions such as Kazakhstan, promoting the construction in related fields.
Following this forum, China's second node will be deployed in Taiyuan, effectively radiating the North China and Central Plains regions. In the form of co-construction and sharing, it will drive the development of related links in the industrial chain in North China and the Central Plains, supporting enterprises in these links to export mature capabilities to the "Belt and Road" countries.

As the organizer and host of this forum, Wang Chengzhou, Director of the Standing Committee of the Taiyuan Xiaodian District People's Congress, said that in recent years, Xiaodian District has given full play to the first-mover advantage of the information technology innovation industry, strengthening the leading role, supplementing the chain, and gathering clusters. It has planned and constructed a 15-square-kilometer information technology innovation industry cluster area and a digital economy demonstration area. Policies, systems, and the environment have worked together, with space, technology, and talent fully empowered, laying a good foundation for promoting industrial transformation and digital transformation.
"In 2025, the SCO will mark the Year of Sustainable Development. Promoting the effective circulation of science and technology and scientific and technological assets, and advancing green and low-carbon development are global common development goals," said Zheng Wei, Secretary-General of the SCO Committee on Good-Neighborliness, Friendship, and Cooperation. The committee will continue to support the holding of the "Digital Silk Road" Forum within member states, convey the spirit of sustainable development, exchange sustainable development opinions, and call on global partners to actively participate in the "ROC Science and Technology Co-construction and Sharing Plan," jointly creating a healthy and sustainable ecosystem for scientific and technological cooperation.
